  • ASTRI has had the privilege of showcasing a number of ASTRI’s latest technologies to The Honourable Bernard Charnwut Chan, GBS, JP on 20 May 2016 when he paid a visit to ASTRI.  ASTRI’s CEO Dr. Frank Tong, CTO Dr. Ieong Meikei and Director of Security and Data Sciences Dr. Duncan Wong presented an overview of ASTRI to Mr. Chan and showed him the latest technologies including ASTRI Security Lab, Cyber Range Lab, Blockchain, facial recognition, HPE Data Analytics Lab, Naked Eye 3D Display Lab, AI on Chinese character recognition, behavioral authentication and 5G Wireless Lab.

    Welcoming Remarks and Opening Keynote Address at Cyber Security Summit 2016

  • Following is the welcoming remarks by Dr. Frank Tong, Chief Executive Officer, ASTRI at Day 3 of Cyber Security Summit 2016 held on 18 May.

    Ladies and Gentlemen,

    It gives me greatest pleasure to see many like-minded people here to attend today’s Cyber Security Summit, the last of a 3-day long conference bearing a very important theme on “strengthening the cyber resilience of the financial and banking sector”. This summit is perhaps the largest cybersecurity conference ever organized in the territory. I also hope this will increase our public’s awareness on cybersecurity and bring us together for a closer collaboration on this very important subject.

    We can go on and on and cite the numerous shocking incidents and the associated financial losses. In 2015, the financial loss brought about by cybercrime in Hong Kong alone has exceeded HK$1.8B, a 50% increase over 2014. We at ASTRI have been working with the Hong Kong Monetary Authority (HKMA), the Hong Kong Police Force (HKPF), the Hong Kong Institute of Banks (HKIB), and the Hong Kong Association of Banks to address the cybersecurity issues facing by the financial and banking sector. With Hong Kong being one of the largest global financial centers and with us serving the key role of “super-connector” for Mainland, we simply cannot compete without proper and adequate technology tools. Like it or not, cybersecurity is one of the most key elements we need to take up heads on.

    At ASTRI, we have identified financial technology, or Fintech, as our key R&D initiative for Hong Kong. Here, with domain expertise coming from our financial and banking partners, we will develop and help deploy the much-needed information and communication technologies (ICT) by the financial and banking sector. Along with cybersecurity, we have also targeted big data analytics, block chain and mobile platform technologies, such as facial recognition, behavioral authentication, internet finance, etc., as the key column technologies for Fintech. Our capabilities are diverse, from IC design all the way to complex networking systems.

    Coming back to our summit today, we have a rich program plus many distinguished speakers. I truly think that this Summit would not have been possible without the seamless cooperation and staunch support from different parties in the past many months. I would like to take this opportunity to express my heart-felt gratitude to HKPF for being the organizer with us, HKMA for being our Program Advisors and HKIB for being the co-organizer.     Launch of the Cybersecurity Fortification Initiative by the HKMA at Cyber Security Summit 2016

  • To further enhance the cyber resilience of the banking sector in Hong Kong, the Hong Kong Monetary Authority (HKMA) announced today the launch of a “Cybersecurity Fortification Initiative” (CFI) at the “Cyber Security Summit 2016” (the ‘Summit’), in which the HKMA also serves as the Programme Advisor for this prestigious event.

    The CFI is a new, comprehensive initiative which aims to raise the level of cybersecurity of the banks in Hong Kong through a three-pronged approach:

    • First, a central element of the CFI is a Cyber Resilience Assessment Framework, which seeks to establish a common risk-based framework for banks to assess their own risk profiles and determine the level of defence and resilience required;
    • Second, there will be a new Professional Development Programme, which is a training and certification programme in Hong Kong which aims to increase the supply of qualified professionals in cybersecurity; and
    • Third, a new piece of infrastructure namely the Cyber Intelligence Sharing Platform will be developed to allow sharing of cyber threat intelligence among banks in order to enhance collaboration and uplift cyber resilience.

    Speaking at the Summit today, Mr Norman T.L. Chan, Chief Executive of the HKMA, said “If we wish to raise the cybersecurity of our banking system to a level commensurate with Hong Kong’s position as the leading international financial centre in Asia, we cannot afford to go slow or lose any time.  In a spirit of cooperation to achieve this common goal, the HKMA, the banking industry and our partners will work closely together to implement this ambitious but necessary CFI according to plan.”

    To implement the CFI as quickly and as effectively as possible, the following actions will be taken:

    • The HKMA will issue a formal circular next week to all banks setting out that it is a supervisory requirement for them to implement the CFI;
    • Concurrently the HKMA will conduct a three-month consultation with the banking industry on the proposed Cyber Resilience Assessment Framework;
    • The HKMA will work with Hong Kong Institute of Bankers (HKIB) and Hong Kong Applied Science and Technology Research Institute (ASTRI) to roll out the first training courses for cybersecurity practitioners by the end of 2016; and
    • The HKMA will work with The Hong Kong Association of Banks (HKAB) and ASTRI to establish the Cyber Intelligence Sharing Platform by the end of 2016.

    The topic of cybersecurity has gained more attention of the banking industry in Hong Kong and around the world. The Summit, which is co-organised by HKIB, ASTRI, and the Hong Kong Police Force, has proved a timely event that was well-received:

    • More than 500 participants joined the Summit;
    • Participants included 20 central bank delegates from 14 countries in the Asian region; and
    • Over 100 senior executives of global and local banks, leading cybersecurity consulting firms, and other regulators attended the event.

    “ASTRI has identified financial technology as our first and foremost key R&D initiative for Hong Kong. Cyber security aside, we are also focusing on big data analytics, block chain, and various other advanced technologies. Our R&D capabilities will bolster Hong Kong’s technical arsenal in the escalating battle against technology crimes. We will continue to work with the HKMA and the banking industry to promote the development of fintech in Hong Kong,” said Dr. Franklin Tong Fuk-kay, Chief Executive Officer, ASTRI.

    Being a leader in training for the banking industry, HKIB is also a key partner in the Professional Development Programme. With technical support from ASTRI, HKIB runs the Programme as one of the training and certification schemes under HKIB.

    Ms Carrie Leung, Chief Executive Officer, HKIB said, “Cyber threats have emerged as a growing risk to the banking and financial services sector. It is time for us to take collective action to formulate strategies for tackling current and future threats. A key aspect of this is to find ways to build a strong talent pool to uphold and enhance the sector’s cyber security system on an ongoing basis”

    The Programme is scheduled to launch by the end of 2016.

    “We endeavour to make banking professionals better equipped to face the emerging cyber security challenges.  In the long run, we hope that banks will develop their own career frameworks which align with this initiative and illustrate how the Programme can support an individual’s career development and progression,” Ms Leung added.

    Experts and Industry Leaders from the World Discuss Solutions to Combating Increasing Threats of Cyber Attacks in Cyber Security Summit 2016

    [Hong Kong, 16th May 2016] Hong Kong Applied Science and Technology Research Institute (ASTRI) and Hong Kong Police Force (HKPF) inaugurated the Cyber Security Summit 2016 today at Grand Hall of Hong Kong Science Park.

    The 3-day Summit runs from 16th to 18th May, cyber security experts and industry leaders from around the globe including those from the U.S., Australia, the Netherlands, Ireland, Japan, Singapore and Hong Kong come together to share international perspectives on challenges and best practices related to cyber security that concern every industry nowadays.

    ASTRI presents technology projects to 17th Asian Physics Olympiad (APhO) participants

  • Over 200 secondary school students from 26 Asian countries and regions who participated in the 17th Asian Physics Olympiad (APhO) visited Hong Kong Science and Technology Parks today and attended an ASTRI Introduction session hosted by Dr. Vincent Lau, R&D Director (Software and System) of ASTRI. Apart from giving an overview of ASTRI, Dr. Vincent Lau also presented a number of ASTRI’s technology projects to stimulate participants’ interest in science and technology.

    First team from AIR Program graduates and garners investment

  • Hong Kong Applied Science and Technology Research Institute (ASTRI) is pleased to announce the graduation of DecaSense from the ASTRI Innovation Runway Entrepreneurship Fellow Program (AIR Program). Being the first one to graduate from the AIR Program, the team has formed a company named “DecaSense Technology Limited” in Hong Kong.

    The team joined AIR Program in November 2015 and targets at making low cost wearable sensing devices with patented motion capture technology for professional sports analysis. With this innovative project, the team has successfully garnered investment from an investor for commercialization in China.

    AIR program is an entrepreneurship fellow program, organized by ASTRI and sponsored by the Innovation and Technology Commission of HKSAR Government, to offer pre-incubation supports to young technology entrepreneurs in Hong Kong. The intake for 2016 is now open for application. Successful applicants will receive fellowship award, mentorship support and field trip opportunity.     Delegates from HiSilicon Technologies and Prajna IoT Tech visit ASTRI

  • Delegates from HiSilicon Technologies Co., Ltd. (HiSilicon) and Prajna IoT Tech Co. Ltd (Prajna IoT) paid a visit to ASTRI on 21 April 2016. ASTRI’s Chief Executive Officer Dr. Frank Tong and Chief Technology Officer Dr. Ieong Mei Kei extended a warm welcome to the visitors. The delegates met with Dr. Tong and Dr. Ieong as well as R&D experts to gain a better understanding of ASTRI and to explore the collaboration opportunities on IoT technologies.

    ASTRI corporate website wins Silver Award in the Web Accessibility Recognition Scheme 2016

  • Once again, ASTRI’s website scooped the Sliver Award in the Web Accessibility Recognition Scheme jointly organized by the Office of Government Chief Information Officer (OGCIO) and the Equal Opportunities Commission (EOC).

    The award winning new website was launched in September 2015, and was designed according to the web accessibility guidelines set out in the Scheme with a view to facilitating easy access to online information and services by all members in the community.

    The Web Accessibility Recognition Scheme is open to all local companies, non-government/quasi-government organizations, and academia, with the aim to encourage and recognize local enterprises and organizations’ efforts to adopt accessibility design in their websites and mobile apps.
